David L. Phillips is the director of the Program on Peace-Building and Rights at the Institute for the Study of Human Rights at Columbia University. He was a senior adviser for humanitarian advocacy to the United Nations Office for the Coordination of Humanitarian Affairs in 1999 and 2000.
